Users with the Viewer role can no longer perform actions unless explicitly granted one of these permissions.

Required scopes changed: Added admin, delete, project_admin.

Now updates default Permission Schemes automatically in Company-managed projects (only once during add-on updates).

Admins no longer need to manually modify permission schemes for each project.
